Heat the oven to 400 degrees and grease a 9x13 baking dish
Place the cut peppers into the prepared baking dish and bake for 15 minutes.
Meanwhile, saute the Italian sausage in a skillet over medium high heat until cooked through.
Make sure to drain the excess fat.
Pour the marinara in with the cooked ground sausage and stir to combine. Set aside.
In a medium mixing bowl, blend together the ricotta, cottage cheese, 1 cup of the mozzarella, Italian seasoning, garlic powder, egg, parmesan cheese and salt and pepper to taste.
Remove the peppers from the oven and drain any moisture that make have accumulated in them. You can just pour it out carefully.
Spread a spoonful of the cheese mixture into the bottom of each of the pepper halves.
Top the peppers with the meat mixture.
Sprinkle with the remaining mozzarella cheese.
Bake for another 15-20 minutes or until the peppers are tender.
