Sprinkle the ribs with 2 teaspoons of the salt and let sit for 10 minutes.
In a small bowl, mix the remaining 1 teaspoon salt with the smoked paprika, sweetener, black pepper, chili powder, garlic powder, onion powder, cayenne, and parsley. Reserve 1 tablespoon of this seasoning for later.
Rub the remaining seasoning mixture evenly over the rack of ribs.
Place the metal rack in the bottom of the Instant Pot.
Pour the water and liquid smoke into the pot.
Roll the rack of ribs and stand it upright on the metal rack inside the pot.
Close the lid and make sure the sealing valve is set to sealed.
Set the Instant Pot to high pressure for 35 minutes. If using baby back ribs, reduce the time by 8 minutes.
When the cooking time is complete, allow the pressure to release naturally for 20 minutes, then manually release any remaining steam.
Preheat the oven broiler.
Carefully remove the ribs from the Instant Pot and place them bone side down on a baking sheet or broiler pan.
Sprinkle the reserved seasoning over the ribs.
Broil for 8 to 10 minutes until the surface is browned and lightly crisped.
Serve hot with the dry rub or with a low carb barbecue sauce if desired.
